OMG, I've noticed the exact same thing and just thought it was my new computer. I'm using a radeon x1300 with updated drivers.
I get the same blue tree in pre-searing.
I got a run to Droknars last night and the runners victos axe was loosing texture from certain angles also.
I also noticed the azure shadows are almost invisible from certain angles in the bright white snow of the southern shiverpeaks.
I need to confirm these problems on my sons computer now. It runs a radeon 9800 pro and I haven't updated the drivers in quite awhile on it.

My system has the highest settings for Guild Wars.
I'm currently running:
Intel Pentium 4 3.4GHz with Hyper Threading Technology
160GB SATA HD
2 GB DDR PC3200 RAM
ATI Radeon Pro X600XT graphics card 128MB at PCI-E 16x
Windows XP SP2 with all updates, running DirectX9.0c
I was running the latest ATI drivers (6.3 for RADEON) now reverted to 5.12.
What all they asked of me, even though I provided a plentiful amount of information in the initial bug report.
They asked me for a list of the following over the weekend: DxDiag log, EVEREST report, clean install of drivers, repair of Guild Wars, settings to lowest, Guild Wars running with -noshaders, temperature of my system, AquaMark 3d test, netinfotool_allos_gw.exe, HijackThis log.
When it got to them wanting a HijackThis log I was irritated, I had already told them I had checked my system for malware (including viruses and such). I do tech support for a hobby and am going into the field for it soon. When I did not provide the log, they stopped replying. What can I say? I was tired of being yanked around.
They only again became interested when I posted a solution and then began to answer other questions I had from my initial report. Nonetheless I am not pleased with their support and they will know so.

I reported the issue on Friday, March 24th of 2006 at 10:33 am EST. The final update to this issue was today, Wednesday, March 29th of 2006 at 9:48 am EST.

I don't have a screenshot for it--but when me and a team were doing the Ring of Fire mission, whenever we came up on a ward, we'd notice.. a.. colour distortion of some sort (I can't remember now) would fall over the ward circle.
The little thing that shoots at you.
I asked if anyone else saw it, and they all said yeah.
I'm using an ATI 9800 Pro, myself.
I don't use the latest drivers, though. Friends told me the CCC was a resource RED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GORED ENGINE GO and told me to use some older drivers that would still give me the same results but without the same resource consumption.
I haven't, at least, experienced any of these other problems y'all have.
Just, uh, the ward colouring issue thing. ;P

Okay, I compared last night on 2 different computers.
I think this is Direct X9 related in conjunction with the last game update.
My new computer has Radeon x1300 with updated drivers - I get the glitch
My old computer has Radeon 9800 pro with old drivers - I don't get the glitch

yeah this is an ATI driver bug. 65.87 (not sure the catalyst number but it's from 11/22/2005) doesn't have this issue. they update their drivers frequently so we can look forward to a fix soon.

Same type of problems for me with the latest Catalyst 6.2/6.3 drivers. I went back to my old 4.11 drivers and problem fixed! I have an X800 Pro.

I reverted my 9800's drivers back to Catalyst 5.12 and the problem went away.
(Edit: rolled back to 5.12, not 4.12 like I originally posted. Was at 6.3)

I also have been talking with ANet support on this issue and went through the drill of updated drivers (6.3 WHQL), new DAT file (1.8 GB download), and the -dx8 flag.
I'll try rolling back the drivers to the earlier version called out and see how it looks!

I rolled back to ATI Catalyst 5.11 (x32 & x64) and found that the reflection problems went away.
I'm still seeing issues with transparent objects (Lyssa's Muse and Ether Seals) under Dx9, though. Anyone else seeing these problems?

Those 2 are the exact same distortion/graphic errors I get!
I only noticed these 2 errors today, thought it was just me, going to -dx8 force GW to use DX8 again untill this is fixed. But before I do that, I'm gonna try rolling back to Catalyst 5.12 Drivers.

That's not just an ATi bug.
I've seen the EXACT same thing on my Geforce 6800XT and the 84.21 drivers.

I did roll back to 5.11 Cat Drivers and the reflection is still there with the Seals and Pedastals. However the skin of the Victo's axe & Fire Imps are cleared up so still something needs to be looked at by A-Net + Driver Co's.

I'm so glad I found this thread, you guys saved me a lot of steps troubleshooting my problem!
Two weeks ago I was trying to play with my video settings to get rid of some lag and slow texture fill-in issues I had been having since the FPE. I wondered if my card was being detected as a 256MB card, and when I ran DxDiag and noticed I only had DirectX 9.0b so I thought hey, maybe I better upgrade to 9.0c. I did, and then I started having the same problems as you guys, with the blue trees and blue fire imps and blue lava in GW. Grr!!
Since you can't uninstall DirectX, I was pissed that it had caused a problem. I tried messing with my settings in Catalyst Control center to fix it, uninstall/reinstall the ATI software, uninstall/reinstall GW, etc, to no avail. Then today I found this thread and realized it wasn't just me. I noticed there is a new DirectX 9.0c package, installed it, rebooted, no change. I noticed there is a new Catalyst driver (6.4) so I installed that, and the problem went away! There's nothing in the Release Notes from ATI to indicate the new drivers intentionally fixed the problem, so we're just really lucky it helps, I guess
I ran around and checked lots of trees, fire imps, and pools of lava and haven't had any problems, where before they would screw up every time. So I'm certain the new drivers (possibly paired with the new DirectX) fix this. If you have NVidia, sorry, I have no NVidia cards to test the problem on
Catalyst 6.4

An alternative solution was to put this code for launching GW.
Code:
"C:\Program Files\Guild Wars\gw.exe" -dx8
The 6.4 drivers do not have the issue either, though it makes me wonder if any of the patches released from ANet secretly fixed the issue that the 6.3 drivers may have been having.

Sorry to dig up this thread but I thought it might be useful for those (with ATI) cards that have been playing with the -dx8 extension to by pass this bug to learn that the new updates from ANET (factions release) did not fix the issue. Update your drivers to cats 6.4 if you have a dx9 card.
I have been playing with the -dx8 work around until this update on my
x800xt pe and was tired of the dx8 performance. If you have a dx9 card, don't accept dx8 performance because for me there is a big fps/stuttering difference.
